M&A integration plans typically list cultural integration as one workstream among several — alongside systems integration, process harmonisation, and organisational design — implying it can be managed in parallel with, and separately from, the rest of the deal. In my experience, this framing consistently understates how much cultural factors actually determine whether every other workstream succeeds.
A systems integration plan assumes both organisations will cooperate in good faith toward a shared timeline. Whether that cooperation actually happens depends on unwritten cultural factors — historical grievances between the two organisations, differing norms about escalation and risk tolerance, informal trust between specific individuals — that the systems workstream has no mechanism to address, because it wasn't designed to.
Integrations that treat culture as a parallel workstream, staffed by a smaller team running alongside the 'real' integration work, consistently find that cultural friction resurfaces inside every other workstream anyway — a systems decision stalls because of unresolved status anxiety between two former leadership teams, and the systems team has no tools to diagnose why their technically sound plan isn't progressing.
The integrations I've seen succeed treat cultural mapping as a precondition for every other workstream's plan, not a parallel track — understanding, before systems or process decisions get finalised, where the specific interpersonal and historical friction points are likely to surface, and designing around them explicitly.
Cultural integration isn't a smaller version of the deal running alongside the important parts. It's the substrate the important parts are built on, and treating it as a minor workstream is how technically excellent integration plans quietly fail anyway.
